英國倫敦挾金融城的豐厚條件，在全球金融科技（FinTech）中心評估報告穩坐龍頭，遍布倫敦的FinTech育成加速中心嚴格挑選新創團隊，再進行魔鬼培訓，並與監管機關保持對口，為的就是要保證領頭的優勢。

英國倫敦的金融城（City of London）在金融科技時代（FinTech Era），繼續發揮毫無阻攔的創新創意，科技天才和甘冒風險的投資人湧進，繼2015年吸金10億英鎊的風險資金，2016年再擴大吸金達24億英鎊。英國公投脫歐的決定則是加速後段班的淘汰，倫敦的金融科技全球領導地位，放眼目標到未來10年，沒辦法跟上的新創團隊，育成加速中心的作法是「踢出去！」
位於倫敦中產階級住宅區的Techstars育成加速中心，樓下是簡餐咖啡店，上樓的木製樓梯位於餐廳後面，訪客要穿梭過滿座的餐桌和食客，才能踏上昏暗樓梯。
新創團隊培訓 銀行埋單
忐忑不安的訪客步入Techstars的大會議室，眼前是一個小劇場，和成排 的觀眾坐椅。沒有制式接待人員、辦公桌電腦，主持人克里斯（Chris Adelsbach）是「星際大戰Star War」的剪接影片。他說，自己曾在奇異創投（GE Capital）工作11年，輔導過的新創事業在那斯達克市值在2014年就超過5億美元，Techstars目前在168個國家布局，他已懶得再算這些驚人的數據，近兩年Techstars和英國金融機構合作，代訓FinTech新創團隊，每個團隊每期培育5個月，費用由巴克萊銀行全部埋單。
「入選率1％！」克里斯說，經由企業界支持的育成加速作法，非常貼近市場需求，加入育成加速器就等於拿到進入技術應用的入門票，過往到現在90％的團隊都活下來，或是被企業併購進到組織裡。
在倫敦，Techstars一點都不特別。倫敦金融城裡，上百家國際大型金融機構坐落的高樓大廈當中，英國金融服務局（Financial Services Authority, FSA）和業者緊鄰而靠，還有相當多的金融科技育成中心，L39是其中赫赫有名的一家，曾養出Etoro、transferWire等歐洲FinTech獨角獸（市值超過10億美元），也是中國電商開拓歐洲市場的保姆。L39全名Level 39，故名思義是位於39樓。
L39的經營者是XNTREE，金主原來是地產商，2014年英國財政部宣布英國要成為「全球FinTech首府」的豪語時，他就簡單裝修閒置辦公室成為育成加速中心，打算收收租金賺點快錢，沒想到卻成了鄰近金融業經理人、FSA官員們的聚會場地，一傳十、十傳百，跑來愈來愈多的新創團隊，搞的39樓擁擠不堪，房東也只好一再擴充空間，如今已滿滿三個樓層。這三個樓層是有學問的，該公司管理團隊有一句名言：有表現，上天堂（42樓）；表現差些，下去觀察（28樓）」，至於沒表現的在L39，月把時間就能看出水平，不行的團隊，就「踢出去！」
英國多元包容 創優質環境
倫敦FinTech新創的快速發展，真要歸功於英國政府對於金融產業的海納百川。XNTREE執行長Nich Searle就說，連現在流行的法規沙盒英文字SandBox，都是FSA從L39「借」去的。EY企管顧問自追蹤全球各大金融中心的FinTech發展，就人才、資金，政策，需求進行比較，英國連年領先美國加州、紐約、德國，新加坡和香港，其中以政策部分最為突出，連政府完全主宰的新加坡，在這單項排名上都輸了。
